Meeting Minutes 10-25-01

· Meeting began at 2:00 p.m. in the administration center

· Members present included: John Frieden, Rick Loy, Pete Nyman, Sue Reading, Kay Ingham, Scott McKissick, Tom Berg and Jay Marino

• Members reviewed and agreed to the committee’s objective (below):

Objective: This group will plan academic, intervention and enrichment opportunities for students. A strategic plan will be formulated with input from the committee addressing the following:

· Which students are eligible to participate in programs?

· What will be the goals/objectives of the activities and programs offered to students?

· When and where will the activities take place?

· What will be the format of the activities?

· Who will staff and supervise the activities?

· How will the impact of the activities be measured and evaluated?

• Members completed a brainstorming activity followed by an affinity diagram answering the question- “What are the goals and what is the vision for an ideal intervention program for students?” The results from the affinity diagram are as follows:
• Multiple opportunities/times for students: before school, after school, pullout during class, during intersession.
• Targeted population: students at-risk of failure as identified by State and local assessments or teacher recommendations, those students identified by ISAT results as achieving “below standards/academic warning” gifted students, and any other students who were interested in participating.
• Effective instructional strategies: small groups (12:1 pupil/teacher ratio), thematic instruction, brain based/multiple intelligences, other best practice instructional strategies.
• Motivating curricular focus: skill building, homework help, enrichment that is different from the regular school day. An emphasis on literacy, math, science, fine arts and technology.
• Positive environment: focused staff, motivating curriculum and instructional strategies, fun, different from the regular school day, interesting, hands-on, engages learners, etc.
• Measurable results: fewer numbers of students identified by ISAT results as achieving “below standards/academic warning”, greater number of students in the “meets/exceeds” levels of achievement. Fewer students needed in summer school programs. Higher promotion and graduation rates and other measurable results of intervention effectiveness.
• Effective family/community involvement: Families involved in the support of student academic achievement, business partnerships or other community resources utilized to promote student achievement, etc.
• Human Resources: An effective and professional staff dedicated to increasing student achievement. Effective implementation of a quality staff development program to provide staff the necessary training and tools to deliver effective instruction to students.
• Members reviewed possible funding sources and budgetary parameters (below)

o Title II

$1,500- Stipends for Saturday Academy/intervention/intersession training

o Title VI

$22,000- Teacher salaries for K-6 Saturday Academy, intervention, intersession

$12,000- Teacher salaries for 7-12 Saturday Academy/intervention/intersession

o Reading Improvement

$10,500- Teacher salaries for K-6 Saturday Academy/intervention/intersession

$13,000- Supplies for K-6 Saturday Academy/intervention/intersession

o District Funding

$40,000- Academic Intervention funding

• Committee discussed the creation of strategic plan to be addressed at future meetings and will include:
• Timeline
• Task required/action plan
• Person(s) responsible
• Other considerations

· Committee completed an evaluation (plus/delta) of the meeting

· Next meeting scheduled for Friday, November 2^nd @ 1:00 p.m. in Room 23 of the Administration Center.

· Next steps for the committee include:

o Reviewing the vision for an effective intervention program

o Creating and designing a model program based on the agreed upon vision

o Create an action plan to create a pilot program to be implemented after January 1, 2002 answering the following: who, what, where, when and how?

o Plan a quality improvement cycle adhering to Plan, Do, Study, Act to plan future intervention programming for students.
